Artificial intelligence is rapidly becoming one of the most important technology issues of our time, and it will have far-reaching consequences for societies across the globe. Unfortunately, AI research has focused zero percent of its energy on making sure that this new technology doesn’t kill hundreds of thousands of people accidentally. We at the ACM have come together to raise awareness of this dangerous oversight and its potentially lethal consequences.

The main challenge for AI is to move from a reactive system that only sees the world in terms of what it’s been programmed to react to, to one that can engage with the world on a more general level. This would allow it to form associations and learn through practice instead of through predetermined rules or programs.

This would also allow for increased sentience and autonomy, as the system would be able to apply what it has learned in one context to another similar situation. We believe that if AI is developed with such a capability, then it would greatly reduce the risk of accidents occurring as the AI would perceive the world in much the same way as humans do.

It is all well and good to have this capability for diagnostic purposes, but what happens when the system is put into practice? What happens when armies begin to use AI-controlled weapons or, more worryingly, autonomous military robots that can select targets and fire upon them automatically?

The most likely scenario is that we would see AI being used to drive military vehicles. Already, the U.S. Army’s Future Combat Systems project has successfully tested computer-driven trucks that are capable of navigating difficult terrain without any human intervention.

Raytheon’s Phalanx Close-In Weapon System is an anti-aircraft system with AI capabilities designed to defend against missiles, enemy ships, and aircraft. Since its introduction in the 1980s, it has been used on navy ships which protect both military and commercial ships from missile attacks. This system is composed of six rotating barrels that fire 20mm projectiles and takes over target recognition and decision-making functions from the human operator (Elgindy & Gjelaj).
